I am interested in buying a pre-FIRM house. I have a premium quote from before Biggert-Waters (the subsidized rate) and one from after (unsubsidized). My question is about the bill the U.S. House just passed: Does it simply eliminate the effect of Biggert-Waters for pre-FIRM houses, or does it entail annual premium increases designed to eliminate the traditional subsidy gradually.
